STRATEGIC PLAN

The MassPI is an interdisciplinary, voluntary organization dedicated to ending needless suffering from persistent and acute pain and to improve quality of life for all Massachusetts citizens affected by pain. Strategies to achieve MassPI's mission include facilitating optimal pain management by removing existing barriers, providing education for health care providers, people with pain, their families and the public, and advocating for effective policy, regulations and legislation related to pain management. MassPI strives to foster liaisons and collaborations with other individuals, groups and initiatives whose mission is consistent with the MassPI.

This strategic plan establishes MassPI’s direction and priorities which will evolve and grow over time. The plan encompasses both short and longer term objectives. The Mass PI Steering Council will review the plan annually and make revisions as needed to achieve the goals and mission of the organization. This document is a summary of the goals and accomplishments of the MassPI’s working councils.

MassPI is looking for more volunteers who are interested in helping with any part of our Strategic Plan in any capacity. Some ideas are: become trained to present Power Over Pain in your community, help with editing/writing for the website, provide clerical support, work on developing professional educational program, help Legislative Council with pain policy research and assessment.

Goals:

1. Provide public education and increase awareness about pain and pain management
2. Advocate basic pain management competency for all healthcare providers
3. Influence public policy makers to create effective pain management laws and programs
4. Provide equal access to excellent pain management for all
5. Develop a media communications plan to publicize the Power Over Pain program

Operational Goal:
6. To build, maintain and sustain MassPI

Goal 1:
Provide public education and increase awareness about pain and pain management

Strategies:: 1) Maximize potential of Power Over Pain project in order to educate the public in MA, 2) Partner with specific community organizations to promote public education, 3) Increase public outreach through identifying new media outlets
Actions for 2005-07: 1) Develop educational brochure or poster which can be given to the public 2) Get volunteers identified and organized, 3) Give POP presentation (in various formats – LCD, slides, handouts, etc) to identified community groups in targeted areas, 4) identify community organizations with whom to partner,5) Write a grant to develop a video to give to local cable channels, 6) Utilize patient stories and POP connections to create powerful media stories/video
Measurable outcomes: 1) Second version of brochure printed 3/05 and will be distributed, 2) Have 27 POP trained presenters who have educated over 400 people, 3) Have volunteer guide that outlines all information needed to identify groups and utilize POP, 4) MassPI developed a pain center/clinic resource guide for MA
Budget: ACS will be able to help with in-house printing at a very reduced rate. Grant from American Pain Foundation. Clerical support needed.

Goal 2: Provide basic pain management education for all healthcare providers

Strategies: 1) Inform/educate health care professionals about effective pain management strategies for persons with pain, 2) Develop partnerships with professional groups, 3) Continue to utilize Power Over Pain (POP) as basic educational tool
Actions for 2005-07: 1) Revise pocket tool for best pain management practice, Increase distribution of pocket tool, 2) Look for small grants to pay for reprinting of pocket tool and supplemental tools,3) Identify new audiences for POP presentations, 4) Working with Mass Medical Society to have pain management education included for risk management credits
Measurable Outcomes:
1) Over 3000 Pain Management Pocket Tools distributed,2) over 400 people given POP presentations
Budget: MassPro paid for first version of tool, need to identify new funding possibilities for second version

Goal 3: Advance pain management agenda through public policy

Strategies: 1) Identify legislative and regulatory barriers to effective pain management in Massachusetts. 2) Massachusetts Boards of Registration in Medicine will adopt and utilize Federation of State Medical Board's Model Policy for the Use of Controlled Substances for the Treatment of Pain. 3) Boards of Registration in Pharmacy, Nursing, and Dentistry will adopt similar actions or policies for pain and communicate to their licensees
Actions for 2005-07: 1) Use PPSG Report Card as a tool for drafting potential policy changes, 2) Monitor meetings held by Special Commission on Illicit Drug Use and testify at hearings 3) Continue communication with the Mass. Boards of Registrations of Medicine, Pharmacy, Nursing, and Dentistry, 4) continue working with Mass Medical Society to partner on pain management education for risk management CME
Measurable Outcomes:
1) Board of Registration in Medicine adopted Model Policy on 12/15/04. 2) Have meeting with other boards on 6/2/05 3) MassPI wrote letter to DEA in 3/05 in response to their request for comments 4) MassPI successfully lobbied the governor to obtain a seat on the statewide Special Commission to Study the Effects of Prescription Drug Abuse

Goal 4: Provide equity in access to excellence in pain management for people with pain

Strategies:
Address issues with MassHealth that affect access to medications for pain
Actions for 2005-07: 1) Schedule appropriate meetings with MassHealth to discuss the issues of our membership, 2) Data collection from pain centers to present to MassHealth, etc.

Goal 5: Develop a strategic media communications plan for MassPI

Strategies: Identify communication strategies for MassPI for 2004 in relation to Power Over Pain (POP) project
Actions for 2005-07: 1) Establish Amy Goldstein as the first contact person for media releases, follow-up and inquiries. 2) Be proactive in covering stories about pain management
Measurable Outcomes: 1) Amy is designated as the initial contact person for MassPI. 2) 15 people have been nationally media trained to respond to needs on behalf of MassPI, 3) 10 articles/quotes about pain management have been submitted, plus one TV story
Budget: Can use POP budget as needed

Goal 6: To build, maintain and sustain MassPI

Strategies: 1)
Clarify organizational functions 2) Move toward a self-sustaining organization 3) Identification criteria for selection of projects 4)Identify internal communication strategies
Actions for 2005-07:
1)Clarify roles and responsibilities of steering committee and working councils individually and with respect to each other 2) appoint a fundraising council to develop and implement a fund raising strategy 3) develop and implement a fundraising strategy 4) Develop distribution lists, categories of information and need to know guidelines
Measurable Outcomes:
Written descriptions of each function and relationship, Fundraising council of no less than 3 people, At least one fundraising strategy initiated by June 2005, Reduction of unneeded email
